Since the advent of LED lamps for indoor use - for residential and public buildings, the rules, regulations and the procedure for their use are still being discussed. In this regard, there is a certain ambiguity in making decisions about the use of such lamps in various projects, as well as in shaping the characteristics of lighting systems based on them. Laboratory ARCHILAYT takes an active part in research, consultations and debates on these issues, and also offers clients a number of tests of lighting products for compliance with current regulatory documents.
Currently, there are no requirements in existing sanitary rules and regulations prohibiting the use of LED lighting in residential, public buildings, general educational institutions and institutions of primary vocational education, as well as in the workplace.
Sanitary rules and norms SanPiN 2.2.1 / 2.1.1.1278-03 “Hygienic requirements for natural, artificial and combined lighting of residential and public buildings” in accordance with clause 1.3. extend to the designed, reconstructed and existing residential and public buildings and in accordance with clause 3.1.5. impose hygienic requirements for lighting devices for general and local lighting intended for use with LEDs.
Sanitary rules and norms SanPiN 2.4.2.2821-10 "Sanitary-epidemiological requirements for conditions and organization of training in educational institutions" in paragraph 7.2.2. allow the use of LEDs in general lighting systems, which is provided by ceiling lights. Clause 7.2.5 specifies the conditions for the placement of lamps with LEDs.
Sanitary and epidemiological rules and regulations SanPiN 2.4.3.118603 "Sanitary and epidemiological requirements for the organization of the training and production process in educational institutions of primary vocational education" in paragraph 2.4.2.3 allow the use of different fixtures that have certain lighting characteristics and design. Requirements for the type of light source, as well as to prohibit the use of LEDs are not presented.
Sanitary rules and standards SanPiN 2.2.4.3359-16 "Sanitary-epidemiological requirements for physical factors in the workplace" also does not contain restrictions on the use of LEDs in the workplace.
In addition to these regulatory documents, the Letter of the Chief State Sanitary Doctor of the Russian Federation dated October 1, 2012 No. 01 / 11157-12-32 “ON THE ORGANIZATION OF SANITARY SUPERVISION FOR THE USE OF ENERGY SAVING LIGHT SOURCES”, where the following requirements exist, remains relevant.
“When used in general lighting systems in public buildings and in the educational process, lamps with LEDs must comply with a number of qualitative and quantitative indicators of lighting.
1. The conditional protective angle of luminaires should be at least 90 °. This parameter imposes requirements on the design features of lighting fixtures to limit the glare of LED lamps.
2. The overall brightness of the lamps should not exceed 5000 cd / m2. Due to the fact that the overall brightness of open LEDs is extremely high, it is not possible to use a lamp with open LEDs for general room lighting. Lighting fixtures should incorporate effective diffusers that reduce the overall brightness to the above values.
3. The permissible unevenness of the brightness of the outlet of luminaires Lmax: Lmin should be no more than 5: 1 (measurements are made according to GOST R 54350-2015).
4. The color correlated temperature of white LEDs shall not exceed 4000 ° K.
5. It is not recommended to use LEDs with a power greater than 0.3 W in lighting installations. ”
The proposed test program implies a full range of measurements for all parameters, the value of which is normalized in the specified documents. However, the composition of the tests can be changed at the request of the customer. The cost of the full complex (an example of the Test Protocol is shown on this page) is 40,000 rubles.
